Online Dental Insurance, Why is Dental and Vision Insurance separate from Health Insurance?

I have regular health insurance for my kids and I though my job. However I do not receive any benefits for dental or vision care.  I can’t afford dental and visions insurance plans  on my own for my kids.   Yet they are the ones who need it most. Why are dental and vision not included on health insurance? I’m not talking about for Braces or colored contacts, but for wellness check-ups, fillings, glasses if needed, etc.
